The objective is to support MoEFCC in institutionalising capacities on climate change to support the Indian Government on formulating climate policies and strategies based on national and international scientific knowledge.
Climate change is recognised as a key global and national challenge by the Government of India as evident in the National Action Plan on Climate Change (NAPCC), the subsidiary State Action Plans on Climate Change (SAPCC), as well as Nationally Determined Contributions (NDCs). However, there is a felt need to address the required capacities for processing relevant expert knowledge on climate science, policy and implementation.
The project aims to develop and institutionalise capacities in the areas of climate protection, resilience and NDC implementation as well as transdisciplinary issues. A key objective of the project is to address predominant issues concerning NDC implementation and mainstream climate action by conducting joint studies involving Indian institutions and the Potsdam Institute for Climate Impact Research (PIK), Germany. It is envisaged that these joint studies will serve as models for knowledge management fuelling science-based recommendations to the MoEFCC and other line ministries in mainstreaming climate actions.
The Project aims to develop capacities in the areas of climate protection and NDC implementation as well as transdisciplinary issues. It will further promote network-building with relevant stakeholders, create links with national and international research institutions and support the establishment of publicly available knowledge platform. The target group is officials from national ministries, state government nodal agencies on climate change, research organisations, academia and other think tanks.
The Project is closing on 31 January 2023 and has delivered the agreed outcomes
Cooperation between Indian and German (European) organisations and institutions in the field of climate science has been established and strengthened for the long term.
Capacity building strategies for ICCC and national climate science have been developed and the process of jointly implementing those has begun.
ICCC is able to coordinate the national-level climate change programmes, both scientific as well as non-scientific and has established close ties with the relevant institutions at state level.
ICCC has forged effective networks, strategic partnerships and mobilised new and additional financial resources for implementation of projects.
ICCC has established a modern internal knowledge management system with MoEFCC as a public knowledge platform on climate change, which operates on a long-term basis.
ICCC has commissioned studies, in accordance with national and state priorities on climate change, and drafted policy and recommendations for future policy-oriented work.
ICCC has organised and supported training programmes in scientific and policy domain, educational programmes viz training for state government officials on Climate Change Vulnerability Assessment, Climate Modelling, Economics of Climate Change and training programmes for school education/teachers.
